一、项目背景

I.Backgroundinformation

为贯彻落实习近平总书记对重庆提出的“两点”定位、“两地”“两高”目标，全力打造重庆旅游业发展升级版，建设世界知名旅游目的地，全面提升重庆城市建设品质和内涵，建设世界旅游名城，开发世界级旅游精品，以重庆市游乐园207亩（约13.8公顷）项目为载体，按照“可体验、地标性、景区化”和“世界眼光、高点定位、融合发展、商业逻辑、美学表达”的理念，对地块的整体功能策划和概念性规划设计进行国际方案征集。

本次征集活动对重庆市游乐园进行全面提档升级改造，坚持新发展理念，尊重城市发展规律，优化空间布局，完善功能配套，彰显山水之城、美丽之地的独特魅力，与“两江四岸”风貌有机融合，形成服务于市民和游客的高品质体验业态聚集区，构建涵盖游乐、观光、休闲、商业、艺术等多功能城市业态体系，打造城市级地标项目，助力重庆文旅产业实现跨越升级。

ThissolicitationservesthepurposeofcomprehensivelyupgradingandrenovatingChongqingamusementparkbyfollowingthenewdevelopmentconcept,respectingthelawofurbandevelopment,optimizingthespatialprograming,improvingitssupportingfunctions,highlightingtheuniquecharmofthecityofmountainsandriversandbeautifulland,organicallyintegratingthe"tworivers,fourbanks"style,formingahigh-qualityexperiencebusinessgatheringareaservingtheresidentsandtourists,constructingarecreationalandsightseeingareathatcoversbothentertainmentandsightseeing,constructingthemulti-functionalurbanbusinesssystemofleisure,commerce,art,etc.,creatingacity-levellandmark,andhelpingupgradeChongqing"sculturalandtourismindustryinaleap-forwardmanner.

三、征集范围

本次应征包含重庆市游乐园项目红线范围内207亩（约13.8公顷）项目总体策划规划咨询，满足相关法律法规要求的207亩（约13.8公顷）范围内项目策划、概念性规划。并对重庆市游乐园项目中策划和规划的文化旅游、艺术商业等产业进行全维度定位和落地性导入，鼓励应征申请人带业态资源加入征集方案。

Thecurrentsolicitationincludestheconsultancyontheoverallplanningandprogramingofthe207-mu(about13.8hectares)projectwithintheredlineoftheprojectofChongqingamusementpark,andtheprojectandconceptualplanningwithinthe207-mu(about13.8hectares)areathatmeettherequirementsofrelevantlawsandregulations.Itshallincorporatefull-dimensionculturaltourism,arts,commerceandotherindustriesplannedfortheprojecttheapplicantsareencouragedtoincludebusinessresourcesintheirproposedschemes.

六、应征申请人资格条件

VI.Qualificationsofapplicants

1、应征申请人须满足以下1.1或1.2资质要求：

1.ApplicantsmustmeetthefollowingrequirementsforqualificationsetforthinSections1.1or1.2below:

1.1中华人民共和国境内的应征申请人具有建设行政主管部门颁发的城乡规划编制甲级资质。

1.1Applicantsinsidethepeople"sRepublicofChinashallhavetheLevelAqualificationsforurbanandruralplanningcertifiedbytheconstructionadministratingagency.

1.2中华人民共和国境外（含港澳台）的应征申请人须具有所在国（或所在地区）政府主管部门核发的企业注册登记证明，具有所在国（或所在地区）政府主管部门或者有关行业组织核发的设计许可证明，境外（含港澳台）的应征申请人须在中国境内具有常驻机构。

1.2Applicantsoutsidethepeople"sRepublicofChina(includingHongKong,MacaoandTaiwan)shallhavetheenterpriseregistrationcertificateissuedbythecompetentgovernmentdepartmentofthehostcountry(orregion),thedesignlicensecertificateissuedbythecompetentgovernmentagencyofthehostcountry(orregion)ortherelevantindustrialorganization,andoverseasapplicants(includingHongKong,MacaoandTaiwan)shallhaveapermanentofficeinChina.

2、应征申请人在业绩、人员等方面具有承担本项目的能力，具体要求见完整版的公开征集公告和公开征集文件。

2、Applicantsshouldhavetheabilitytoundertaketheprojectintermsofperformance,personnel,etc.Refertothefullversionofthepublicsolicitationandsolicitationdocumentfordetails.

注：1）本项目接受联合体应征，联合体成员不得超过三家。2）本项目不接受以个人名义应征。

Note:1)Applicationfortheprojectbyaconsortiumisacceptable.Thenumberofmembersoftheconsortiumshallnotexceedthree.2)Applicationbyindividualsisnotacceptedforthisproject.

七、征集程序

VII.Solicitationprocedure

本次征集工作分为两个阶段进行：第一阶段报名、资格及商务评审阶段（2020.12.30-2021.1.18）；第二阶段方案评审及评奖阶段（2021.1.23-2021.3.31）。

Theworkonsolicitationisdividedintotwophases:thefirstphaseofworkincludesregistration,qualificationandbusinessevaluation（December30,2020toJanuary18,2021）;thesecondphaseofworkincludesschemeevaluationandawardevaluation（January23,2021toMarch31,2021）.

八、征集奖金

VIII.Solicitationprizes

第一名获奖人获得设计费人民币400万元；第二名获奖人获得设计补偿费人民币100万元；第三名获奖人获得设计补偿费人民币60万元。设计费、设计补偿费的具体构成见公开征集文件。

Thefirst-prizewinnerwillreceiveRMB4,000,000asthedesignfee;thesecond-prizewinnerRMB1,000,000asdesigncompensation,andthethird-prizewinnerRMB600,000asdesigncompensation.Seethesolicitationdocumentforthecompositionofthedesigncompensation.

九、语言

IX.Language

本次征集为中英文对照说明，英文说明仅供参考。参与本项目的应征申请人有义务在拿到公开征集文件及相关资料后自行再次对中文说明进行翻译，项目业主不承担因为原始翻译偏差带来的后续风险。本项目最终解释语言以中文为准。

ThesolicitationshallbemadebilinguallyinChineseandEnglish.TheEnglishversionisforreferenceonly.ApplicantsparticipatingintheprojectareobligedtotranslatetheobtainedsolicitationdocumentandrelatedinformationintoEnglish.Theprojectownerwillnotbearthesubsequentriskscausedbythedeviationinmeaningofthetranslationfromtheoriginaltext.ThefinalinterpretationlanguageforthisprojectisChinese.
