建设工程）监理标段招标公告

1.招标条件

1.1本招标项目南江县南江河流域断渠至东榆段水环境综合治理项目（南江县拦蓄水设施建设工程） (项目名称)已由南江县发展和改革局（项目审批、核准或备案机关名称）以南发改审批【2019】76号（批文名称及编号）批准建设，项目业主为南江县雾源污水处理有限公司，建设资金来自争取中央预算内资金及其它（资金来源），项目出资比例为100%，招标人为南江县雾源污水处理有限公司。项目已具备招标条件，现就监理标段进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，由南江县发展和改革局核准（招标事项核准文号为南发改审批【2019】76号）的招标组织形式为委托招标（£自行招标；R委托招标）。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为:/)的招标代理机构是四川军贤工程项目管理有限公司。

2.项目概况与招标范围

2.1建设地点：南江县城。

2.2建设规模及内容：新建拦蓄水设施一处。

2.3总投资：3500万元。

2.4标段划分：监理1个标段

2.5招标范围：施工图及工程量清单所示全部内容的监理 服务。

2.6工 期:施工工期（120日历天）+缺陷责任期。

3.投标人资格要求

3.1本次监理招标要求投标人须具备独立法人资格，具备国家水行政主管部门核发的水利工程监理乙级及以上资质，企业注册地不在四川省行政区域内的外地企业须提供有效的《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理入川承揽业务信息录入证》或带二维码的《四川省省外建筑企业入川信息电子登记表》。近3年（2017-至今）至少完成1个类似项目业绩，并在人员、设备、资金等方面具有相应的监理能力。

3.2 本次招标不接受联合体投标。

3.3各投标人均可就上述标段投标，但可以中标的合同数量不超1（具体数量）个标段。

4．报名及招标文件的获取

4.1 凡有意参加投标者，请于 2020 年 12 月 29 日00时00分（北京时间，下同）至 2021 年 01 月 02 日 23 时 59 分登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/ ）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5．投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为 2021 年 1 月 20日 09 时 00分，地点巴中市政务服务和公共资源交易服务中心(经开区红星街70号巴中市民之家4楼）本项目开标室。

5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

6．发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、《四川建设网》、《巴中市政务服务和公共资源交易中心网》（发布公告的所有媒介名称）上发布。
