施工招标公告

1.招标条件

1.1本招标项目 通江县两河口镇白玉村脱贫攻坚道路新增项目 （项目名称）已由 通江县发展和改革局 （项目审批、核准 或备案机关名称）以通发改【2020】670号（批文名称及编号）批准建设，项目业主为 通江县两河口镇人民政府 ，建设资金来自 县级财政资金及业主自筹 （资金来源），出资比例为100%，招标人为通江县两河口镇人民政府。项目已具备招标条件，现对该项目的施工进行公开招标。

1.2本招标项目为四川省行政区域内的国家（政府）投资项目，通江县发展和改革局 核准（招标事项核准文号为通发改[2020]670号 ）的招标组织形式为委托招标。招标人选择的招标代理机构是： 四川瑞升工程建设管理有限公司 。

2.项目概况与招标范围

2.1 建设地点： 通江县两河口镇白玉村；

2.2 项目规模：新建道路4.6公里，C30水泥砼路面，面层厚度不低于20厘米。其中硬化道路3.24公里,路面宽度4.5米;硬化道路1.36公里，路面宽度3.5米。包含路基、路面、涵洞、标志牌等。

2.3 计划工期： 180 日历天；

2.4 招标范围：施工图及工程量清单所示全部内容；

2.5 标段划分：施工 1 个标段。

3.投标人资格要求

3.1本次招标要求投标人须具备独立法人资格，具备行政主管部门颁发的公路工程施工总承包叁级及以上资质，省外企业需持有《四川省省外企业入川承揽业务验证登记证》或《四川省省外施工、监理企业入川承揽业务信息录入证》或《四川省省外建筑企业入川信息电子登记表》资质 ，近 3年（2017年至今）至少完成1个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。

3.2信誉要求：投标人未处于财产被接管、冻结、破产状态，未处于四川省行政区域内有关行政处罚和投标禁入期间。

3.3本次招标 不接受（接受或不接受）联合体投标。联合体投标的，应满足下列要求： / 。

3.4与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、 管理关系的不同单位，不得参加同一标段投标，否则， 相关投标均无效。

3.5“信用中国” 网站（http://www.creditchina.gov.cn/ ）中被列入失信被执行人名单的投标人，不得参加投标。

4.招标文件的获取

4.1 凡有意参加投标者，请于 2021 年1月 13日开始登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5. 投标文件的递交及相关事宜

5.1 投标文件递交的截止时间（投标截止时间，下同）为2021年 2 月 3 日 9 时 0 分，地点为：巴中市政务服务和公共资源交易服务中心（巴中市经开区红星街70号市民之家4楼）。

5.2逾期送达的或者未送达指定地点的或不按照招标文件要求密封的投标文件，招标人不予受理。

6. 发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、四川建设网、巴中市公共资源网上发布。
