1.评审时间和地点：2021年7月15日，江门市公共资源交易中心评标室



2.评审意见：



采购人对各投标人的投标资格进行了审查。经审查，发现湛江中基机电设备有限公司没有按照招标文件要求提供“财务会计制度”。采购人代表根据招标文件第四部分评标办法第1点第（4）小点“（2）投标人必须具有良好的商业信誉和健全的财务会计制度。”，认为湛江中基机电设备有限公司不通过资格性审查。采购人代表根据招标文件第三部分 投标人须知中第19.8条规定：“发现下列情况之一的，其投标将被拒绝：（7）不具备招标文件中规定的资格和符合性要求的；”，采购人代表拒绝湛江中基机电设备有限公司投标。其他投标人均通过资格性审查。



之后评标委员会对通过资格性审查的投标人进行了符合性审查，经审查，发现江门市新气象电器有限公司没有按照招标文件要求提供所投节能产品的“（1）该产品属于《节能产品政府采购品目清单》范围中政府强制采购产品类别的相关内容页；（2）市场监管总局公布的参与实施政府采购节能产品认证机构名录截图；”。评标委员会根据招标文件的规定，认为江门市新气象电器有限公司不满足招标文件第四部分评标办法的符合性审查 “1.投标文件满足招标文件实质性要求。本项目的实质性内容为标的（采购货物）、数量、投标报价要求、完工期、节能产品、安装资质，投标人必须完全满足上述实质性内容的要求，如果有一项不满足，其投标将被拒绝。”的要求，不通过符合性审查。评标委员会根据招标文件第三部分 投标人须知中第19.8条规定：“发现下列情况之一的，其投标将被拒绝：（7）不具备招标文件中规定的资格和符合性要求的；”，评标委员会拒绝江门市新气象电器有限公司投标。其他通过资格性审查的投标人均通过符合性审查。
